signed the following bill and transmitted the engrossed and enrolled

I applaud the intent of this bill to move the state toward results-            
based budgeting and look forward to working with the Legislature               
on developing the specifics of how this process will be implemented.

In signing this bill, I note it does not, and cannot conflict with other       
statutes outlining agency program responsibility.  Nor may it                  
contradict the Alaska Constitution regarding the restriction on                
appropriation bills.  Consistent with my action and that of previous           
governors, I will continue to protect the constitutional mandate that          
appropriation bills be confined to designating state appropriations.
